You also DO NOT bill Medicare directly for missed appointment by the beneficiary. Instead, you must bill the patient/beneficiary directly.
My suggestion - educate your patients first before you implement this in your practice. Make a posts in your waiting room, exam room and at the front desk window regarding this change.
